About the VSCCC

The Valley of the Sun Clean Cities Coalition (VSCCC) began as the Maricopa Association of Governments Clean Cities Coalition in June 1995 as a local, public/private partnership striving to remove barriers to the deployment of alternative fuel vehicles (AFVs) and the use of clean, alternative transportation fuels. The coalition’s stakeholders (link to stakeholder page) represent more than 60 government, utility, and business organizations.

In October 1997, the Maricopa Association of Governments Clean Cities Coalition became the 58th coalition nationally to join the US Department of Energy’s Clean Cities Program. The Clean Cities Program was created by the federal Energy Policy Act of 1992 (EPACT) to support voluntary efforts by government and business to reduce our countries dependence on foreign oil. There are now over 80 Coalitions nationwide committed to increasing the number of alternative fuel vehicles and amount of alternative transportation fuel consumed in their region.
In July 2002, after a brief period of inactivity, stakeholders representing local industry and government regrouped and began the process of reorganizing and refocusing the Clean Cities organization in Maricopa County. The reorganized and reenergized “Valley of the Sun” Clean Cities Coalition emerged with a new strategic plan (link to goals/objectives page) and vision for cleaner air and a future less dependent on foreign petroleum.
The VSCCC’s stakeholder fleets operate nearly 7000 AFVs and displace approximately 15 million gallons of gasoline annually with alternative fuels, such as, natural gas, biodiesel, propane, ethanol, and electricity. This represents 10% of the US’ annual consumption of alternative transportation fuel. Data collected in a 2002 survey.
VSCCC Organizational Structure

The VSCCC is governed by a Board of Directors elected by the membership. The Board will have the authority to institute various standing committees to accomplish the various tasks of the organization. The participation in these committees is purely voluntary. All stakeholders will be able to participate in standing committees. These committees will be responsible for making recommendations and reports to the Board of Directors and general stakeholder membership. The day-to-day administrative duties of the Coalition are completed by a part-time Executive Director & Coordinator.

Policies and Objectives

The VSCCC's 2003-2008 strategic plan goals and objectives indicate the issues our organization wishes to tackle and our approach to doing so. The following will indicate how we will (1) expand AFV-use within specific niche markets, (2) get our message out and provide important tools and information to stakeholders, (3) approach public policy objectives, and (4) financially sustain our organization.

NICHE MARKETS (VEHICLES AND INFRASTRUCTURE STRATEGY)
The VSCCC has identified five primary niche markets that will have the greatest impact on air quality and alternative fuel use. They include:
1. Refuse Fleets
2. School Buses
3. Municipal Fleets
4. Utility Fleets
5. Airport Fleet - shuttles, taxis, cargo delivery, GSE, etc.
The following goals and objectives will support the niche market and infrastructure development:
Goal: Increase Total AFVs 25% by 2008 in stakeholder fleets.
Objective #1 - Link with automakers, after market engine providers, and their local dealers.
Seek the support and participation of all AFV automakers and their local dealerships. This is commonly the missing link in Clean Cities Coalitions. Through Coalition participation automakers can market existing and new products, address operations issues, discuss current purchase incentives and overall come face to face with their AFV customers. This relationship will not only be important for the auto delaer and their sales but also for their customers represented in the Coalitions membership.
Objective #2 - Familiarize fleets with alternative fuels
Through fleet events (Advancing the Choice, AFV Days, etc.) the VSCCC will attempt to familiarize fleets with various alternative fuels, vehicle availability, and refueling station options. The vehicle and infrastructure committee will address training issues and support technical information exchange to familiarize fleet maintenance technician with the differences of vehicle technology. We will also develop an AFV User Awareness program to provide general non-technical AFV information to the day-to-day AFV operator.
Objective #3 - Add stakeholder fleets
Our stakeholder growth goals will increase AFVs operated by stakeholder fleets.
Objective #4 - Support additional AFV deployment by stakeholders
As a Coalition, we'll encourage and facilitate further deployment fo AFVs by stakeholder fleets
Goal: Increase alternative fuel use by stakeholder fleets to 20.000,000 gallons per year by 2008
Objective #1 - Additional fueling facilities - Public and Private
Work with stakeholder and fuel provider companies to deploy additional natural gas, propane, biodiesel, electric, and other emerging clean fuel fueling facilities. Focus on opportunities to increase public-access facilities.
Objective #2 - Internal alternative fuel-use requirements
Increase the number of stakeholders who commit to self-imposed fuel-use goals and strategies. Utilize successful examples from stakeholder fleets as models.
Objective #3 - High-fuel use fleets
Target outreach and market development efforts on high-fuel use fleets including school buses, refuse, taxicabs, police, and airport transportation
Objective #4 - Key Grants
Focus our grant writing efforts at projects that will have the greatest fuel displacement and air quality benefits. This will support our goal of displacing 20,000,000 gallons of petroleum annually by 2008.
POLICY
Goal: Support policies that will remove barriers to the deployment of AFVs and the use of clean, alternative fuels. The following objectives support the goal of influencing public policy:
Objective #1 - Lead by Example
The Coalition will support and encourage Stakeholders' internal policies that increase AFVs and the consumption of alternative fuels.
Objective #2 - Reconnect with local, state, and federal leaders and policymakers.
The failed AFV incentive program has soured the AFV perspective for policymakers in AZ and nationally. It is important that the positive AFV successes and initiatives occurring without the benefits of State incentives are highlighted. To accomplish this objective, the Coalition will reconnect with local, county, and state leaders and policymakers and invite them to use the VSCCC as a resource and participate in our activities. This and positive communication with the public should go a long way to shift public perception of AFVs
OUTREACH
Goal: The VSCCC will promote a positive public perception of AFVs. The aftermath of the failed alternative fuel incentive program in Arizona has created a positive discussion of AFVs very difficult. The VSCCC, through outreach and education, will promote a positive perception of AFVs by highlighting the successes and positive attributes of alternative fuels. The following objectives support the goal of public outreach and education:
Objective #1 - Website development
The VSCCC will launch a website to efficiently communicate information. The web site will provide comprehensive information regarding the VSCCC mission, technology, peer exchange, and AFVs and refueling infrastructure. The website will be instrumental to VSCCCs outreach and education efforts.
Objective #2 - Public Relations Team
The Coalition will have a Public Relations team responsible for communicating with the public and media. The PR team will release press articles, develop a comprehensive website, a quarterly newsletter, and write occasional Op-Ed pieces to be submitted to local newspapers.
Objective #3 - AFV User Awareness Program
To support and facilitate existing and future AFV penetration in fleets in the Valley, the Coalition will develop an AFV User Awareness Program that will communicate to new or future AFV operators' issues regarding safety, environmental benefits, fueling, and technical support. This is a program the VSCCC will offer to stakeholders and potential stakeholder fleets.
Goal: The VSCCC will increase Stakeholder membership to 50 core (active dues paying) stakeholders and 200 total stakeholders by spring 2005. The following objectives support the goal of increasing stakeholder membership:
Objective #1 - Annual Survey
On an annual basis, the Coalition will conduct an annual survey of fleets in the Maricopa County region to assess existing and future totals of AFVs and infrastructure, and usage of alternative fuel. This process allows the coalition to communicate with non-stakeholder groups and highlight benefits to membership.
Objective #2 - Peer-to-Peer
The Coalition will support peer-to-peer interaction between existing stakeholder groups and potential stakeholders or AFV user groups. This will facilitate information transfer and collaboration amongst user groups. Peer-to-peer outreach is seen to be a positive and effective method of increasing stakeholder membership.
Objective #3 - Link with other regional fleet and environmental organizations.
Through synergies and like concerns, cooperating with other regional fleet manager and environmental organizations can help build a string base of active stakeholders. The VSCCC will establish connections with local organizations including: Rocky Mountain Fleet Managers Association, NAFA AZ, Arizona Clean and Beautiful, and Valley Forward.
Objective #4 - Tucson Regional Clean Cities Coalition
The VSCCC will work closely with the TRCCC to allow for statewide activities, initiatives, and establish AFV corridors in Arizona. Our cooperative Coalition efforts will help each organization overcome challenges, share successes, and achieve the goals of the Clean Cities program; more AFVs and more alternative fuel use.
SELF-SUSTAINABLE ORGANIZATION
Goal: The VSCCC will provide value to Stakeholders. The following objectives support the goal of providing value to Stakeholders:
Objective #1 - Grant Writing Support
The Coalition will seek opportunities to fund stakeholders' AFV projects. The VSCCC will provide guidance and grant submittal assistance when requested. We will provide a grant writing seminar to provide tips and support development of successful grant proposals.
Objective #2 - Bi-monthly Stakeholder Meetings
The Coalition will schedule monthly stakeholder meetings to provide a forum for information exchange, networking, and conducting Coalition business. These meetings will be set at a consistent time and place. The format for these meetings is flexible and subject to stakeholder requests and input.
Objective #3 - Media Relations
The Coalition will provide media relation services to communicate AFV successes and initiatives led by Stakeholders.
Goal: The VSCCC will maintain financial self-sustainability
The VSCCC exists as a financially self sustaining coalition. We are run by volunteers and supported by monetary and in-kind contributions from stakeholders. To be able to effectively have our message heard and support our annual activities, the VSCCC will need to establish a sustainable base of financial support. The following objectives suppor the VSCCC goal of self-sustainability.
Objective #1 - Collect Stakeholder dues
On an annual basis, the Coalition will solicit dues from existing stakeholders and new membership. The dues amount will depend on organization type and a tiered membership structure. Dues will constitute the majority of the organization's operating budget.
Objective #2 - Non-profit 501(C)3 status
The Coalition will seek non-profit 501(C)3 status through membership with National Clean Cities Inc. 501(C)3 status makes VSCCC eligible for foundation grant programs. As a Chapter of National Clean Cities Inc., VSCCC will fall under the organization's group exemption with the IRS. Completion Date: Spring 2003
Objective #3 - Foundations
Seek and submit applications for funding from local and national charitable foundations to support the coalition as a whole or a specific regional project.
Objective #4 - Various Fundraising Efforts
On a yearly basis, the Coalition will select one or more fundraising efforts that will provide for outreach opportunity, as well as, bring additional monies to the VSCCC or other charitable organization selected byt the Outreach Committee. These activities may include golf tournaments, 50/50 raffles, or a VSCCC sticker drive. Ongoing.

VSCCC Statistics

• In 2001, Greater Phoenix Metro had the second highest concentration of AFVs in an US metropolitan area with nearly 7,500 total AFVs surveyed

• Municipalities like Phoenix (1500+), Scottsdale (150+), Tempe (100+), Mesa (650+), and Glendale (125+) operate over 100 AFVs each.

• AFVs in Maricopa County displace an estimated 15 million gallons of petroleum each year with natural gas, propane, biodiesel, electricity, and ethanol.

• Valley Metro (City of Phoenix, City of Tempe, City of Mesa, and RPTA) runs one of the nation's largest fleet of natural gas buses with nearly 600.

• Sky Harbor Airport is home to the nation's #1 and #2 largest volume publicly-accessible Compressed Natural Gas (CNG) fueling stations. Combined they dispense 2.5 million gallons of CNG annually.

What are Alternative Fuels?

Alternative fuels are substantially non-petroleum and yield energy security and environmental benefits. The USDOE currently recognizes the following as alternative fuels

Methanol and denatured ethanol as alcohol fuels (alcohol mixtures that contain no less than 70% of the alcohol fuel)
Natural gas (compressed or liquefied)
Liquefied petroleum gas or propane
Hydrogen
Coal-derived liquid fuels
Fuels derived from biological materials
Electricity (including solar energy)
Biodiesel

The principal alternative fuels used by VSCCC stakeholders are natural gas, biodiesel, propane, and electricity.

Where can you purchase an alternatively-fueled vehicle?

Alternative fuel vehicles (AFV) are either converted or purchased originally equipped to run on an alternative fuel. Many major automobile manufacturers "factory build" light and medium-duty AFVs and heavy duty engine manufacturers build alternative fuel engines. Conventionally fueled vehicles can also be converted to run on an alternative fuel by installing an EPA-certified after-market conversion system. Please note: it is illegal to tamper with a vehicle's fuel system without authorization by the US Environmental Protection Agency.

Why are alternative fuels and AFVs relevant today?

Today, more than half the oil used for transportation in the United States is imported- a large amount from unstable regions of the World. Our dependence on imported oil increases the US trade deficit and threatens American jobs and national security. By diversifying our transportation fuel portfolio we strengthen the US and AZ's ability to minimize the impact of energy disruptions- whether human induced or acts of nature.

Alternative fuel vehicles burn inherently cleaner-burning fuels. Currently, our region of Arizona is in serious non-attainment for three EPA regulated pollutants: carbon monoxide, PM-10, and ozone. The region has taken measures to reduce criteria pollutant emissions through alternative fuels, enhanced vehicle emission testing, oxygenated/low-volatility winter fuels, residential wood burning controls, a county-wide trip reduction ordinance, and various other transportation and congestion reduction strategies. These fuels play an important role in the Valley of the Sun's strategy for meeting National Ambient Air Quality Standards (NAAQS) and achieving the high quality of life the Valley's residents expect.

MEMBERSHIP

The Valley of the Sun Clean Cities Coalition (VSCCC) is an organization dedicated to promoting clean, energy-efficient, transportation techonologies as a means to support environmental, energy, and public health goals in metropolitan Phoenix. Our members represent both the public and private sector.

Dues will support a modest operating budget for program planning, outreach material development, and informational seminars. Dues are collected annually. All contributions to the VSCCC are tax-deductible.

The Valley of the Sun Clean Cities Coalition is one of 80 coalitions chartered throughout the US by the US Department of Energy. We are directed under two national initiatives:

The Energy Policy Act (EPAct), to reduce dependence on foreign oil
The Clean Air Act, to help clean the air

A key measurement is the annual survey of gallons of petroleum fuel displaced. This is accomplished through the use of alternative means of transportation fuels or simple reduction of fuel consumption.

Our activities have been centered on the use of alternative fuels and fuel saving activities such as idle reduction. Note: That the new light rail system would fall under the use both, as they use electricity as fuel, and reduce the need for individual fuel consumption.

The National Energy Technology Laboratory, in association with Arizona Public Service (APS) and IF, LLC, co-hosted the Second Annual Carbon Recycling Forum in Phoenix, AZ on September 16-18, 2008. The forum provided information, exchange of technical and operational perspectives and progress toward lowering implementation barriers to carbon recycling systems using algae technology.

NETL, in its capacity as the nation’s leader in carbon management, engages its stakeholders: utilities, industry, academia, non-governmental organizations and public interest groups on a regular basis regarding the challenges of large scale carbon management. Algae is an enabling technology which offers opportunities to capture and process CO₂ from fossil fuel combustion without interfering in power production.

With an expert industrial team led by APS, NETL is working to conduct field trials of algae systems. These will demonstrate, for the first time in the United States, the successful interface of algae technology with electric utility power generating stations. NETL is the first national laboratory to undertake a systemic analysis of algae within the industrial context of the existing fossil fuel infrastructure. These field trails have achieved many firsts, including the successful breeding of algae to directly handle the flue gas emissions from operating coal and natural gas-fired plants and the production of algae-based biofuels. The feasibility of carbon recycling has thus been demonstrated.

NETL and APS (a leader amongst utilities) are aggressively supporting the growth of the national knowledge base and have continued to engage an ever growing number of stakeholders seeking Value-added participation in this promising energy chain. The Carbon Recycling Forum has over the last two years enlightened over 40 utilities - each facing large scale carbon liabilities from the emergence of carbon regulations. Clearly the prospect of transforming a carbon emission liability into an asset (algae biomass) by using free solar power through use of algae technology is an empowering concept. Forum participants have enthusiastically endorsed these meetings as inclusive, professionally structured, and data rich. The NETL website includes all the presentations given. SOLAR DERBYTHE TRUE STORY OF A SUN-LOVING, ELECTRIC-POWERED HOT-RODDER

Ernie Holden remembers the time he drove his hot rod into a gas station to fill it up. The car was a 1964 El Camino, a beast dating from the days when gas was cheap and engines were big, and its 350 cubic inches put out more than 300 horsepower in weekend competitions. Holden began filling it with, of all things, unleaded gas, traditionally thought to be the enemy of high performance.

A kid with a jacked-up Chevy Super Sport watched him, aghast. He couldn't have been more shocked if Ernie had been banging on the vehicle with a sledgehammer. "What are you doing that for?" the kid gasped.

"I don't want to ruin the catalytic converter," Ernie told him, and watched the kid react like he'd been hit in the face with a two-by-four at the very mention of the dreaded contraption.

This story illustrates the two contradictory sides of Ernie Holden, a man who railed against catalytic converters until he proved with his El Camino they don't affect performance; a man who once competed on the NASCAR Sportsman's circuit in a 1955 Chevy and is now organizing a race for solar- and electric-powered cars; a man who wouldn't mind saving the planet, but wants to be able to get from zero to sixty in less than eight seconds while he's doing it.

Ernie Holden has organized the first running of the Solar and Electric 500 this weekend. The duo of races, scheduled for this weekend at Phoenix International Raceway, will bring together most of the important people on the cutting edge of electric-car technology.

If a get-together of solar and electric cars sounds as exciting as a Greenpeace convention, if it appears to have overtones of granola and self-righteousness, or perhaps, just plain silliness, consider these facts: A company in California is working on an electric motor that will give you the performance of a Lamborghini. And there are rumors of an electric dragster that can turn a four-second quarter mile, something not even top-fuel dragsters have done yet. Electric cars are your driving future. California passed a law mandating that 2 percent of all vehicles sold in the state by 1998, and 10 percent of all sold by 2003, be emission free. Major auto manufacturers have taken that to mean one thing: electricity.

Although there is a solar race--the 500 refers to 200 kilometers for solar cars and 300 kilometers for electric ones--no one is talking seriously about those flimsy-bodied, cockroach-shaped solar vehicles as a realistic alternative to anything. Most of this weekend's solar entrants are from universities, those ivory towers whose most recent contribution to American life was deconstruction.

But electric cars are real cars--production street sedans whose engines have been replaced with electric motors. "Virtually every major automaker is rushing to get these built," Holden says.

By putting together a race, Holden hopes to dispel the notion that electric cars are like everything else that's good for you: boring.

The knock against electric cars up to this point has been that they go slow and have no range. The only production electric vehicle available today, for example, has a top speed of 53 mph and a range of 60 miles. As Holden says, when he first thought about electric cars, "I thought about getting in a golf cart and getting run over by a delivery truck."

Trying to inject sex appeal into an electric vehicle seems to be a trend in the industry today. Last year, for instance, when General Motors unveiled its prototype Impact, a good deal more was made of the car's eight-second zero-to-sixty--faster than 90 percent of the cars on the market--than of its benefit to the environment.

And one of the observers at this weekend's races is Peter Bos, whose Polydyne Incorporated in California is dedicated to developing the electric power plant of tomorrow. Bos' reaction to an electric car that sacrifices freedom, speed and acceleration is: Forget about it. "Buy it because it's the patriotic thing--that's baloney," he says.

These are men, in other words, who think a smog-free future ought to be fun.

Holden became a convert to electricity much like Saint Augustine became a convert to Christianity, after a lifetime of sin.

Holden started out racing sprint cars, tiny things that compete on dirt tracks and have the greatest power-to-weight ratio of any racing vehicle. He gets quite enthusiastic as he describes how dangerous they are, and is enormously impressive when he talks about going to sprint races with George Hurst, he of the Hurst shifter.

Holden is a guy who has bounced around a bit in his time. He taught high school, managed a couple of racing ovals in the Midwest and made drawings for a company building Indy cars in California. He lived in Phoenix in the early Seventies and came back nine years ago to open Holden Motor Company, an emissions shop. Then, he says, he realized he was turning fifty--that's scheduled for this year-- and, like a lot of guys, took stock of his life. Some men chase blondes. Holden decided to organize a race for solar and electric cars.

He is sitting in an unoccupied office in a modern building in north Phoenix, eating a sandwich. The Solar and Electric Racing Association headquarters, a single room where his wife Carol and a volunteer are working, is too much of a madhouse for an interview. Telephones are ringing. Carol is bugging him to call up a radio talk show on which the subject is electric vehicles and various conspiracy theories. (Holden pooh-poohs all of them.)

He has a big picture book devoted to the history of auto racing--he helped found the National Auto Racing Historical Society--and is flipping pages until he comes to a photo of a white car.

"In 1927 a race-car builder named Frank Lockhart had the Stutz Blackhawk," Holden begins. In the early days of automobiles, racers competed for land speed records on the long straight sands at Ormond Beach, Florida. Lockhart was one of them, and achieved 203 mph.

"When I tell you the mechanics, you tell me where we have gone with the internal combustion engine since then," Holden says, as he rattles off the Blackhawk's specs: a 182-cubic-inch V16 with four overhead camshafts and dual centrifugal superchargers with intercoolers. "The latest cars are virtually identical to this."

The point he is making is that internal combustion technology has not advanced in the slightest since 1927.

Until now. Until the electric car.
"If Lockhart came back today, he'd be surprised not that the revolution is here, but that it took so long to get here."

Even now, the revolution has been government imposed. Because of the California Air Resources Board, the automobile industry has been thrown into a situation somewhat like that in the late nineteenth century, when dozens of companies were experimenting with everything--including steam--to power a vehicle, and the final technology had not yet shaken out. Today, everyone from multinational automakers to guys in garages are working on the electric car, and even some of the companies on the cutting edge are unaware of each other's existence.

What they're working toward is a better battery. That's the stumbling block. And it's been the stumbling block for a hundred years.

Electric cars have been around since the 1880s, and were favored by ladies and strait-laced professional types, mostly because, as one historian says, "They lacked the rough and tumble excitement of the gas or steam cars."

Although they never became practical, electric cars never quite died. There are people in Phoenix, in fact, who have driven them to and from work every day. Lee Clouse, for instance, is one of the founders of the local chapter of the Electric Auto Association, a group made up mostly of retired engineers who love to tinker. Clouse drove an electric Bradley GT kit car every day for a couple of years. It ran great, but started to slow down after only twenty miles.

Because of their lack of range, electric cars could never be anything but second cars. Ray Hobbs, head of electric vehicles for Arizona Public Service, describes the situation. "The muscle cars of the Sixties had big engines," he says. "With electric cars, it's sort of almost in reverse--the batteries are big and heavy and performance is really bad, sluggish and slow."

That's where today's research is concentrating, Hobbs says. "The newer batteries are lighter and develop more energy and run a lot longer."

Hobbs' employer, along with Southern California Edison and Dreisbach ElectroMotive Incorporated (DEMI) in Santa Barbara, is sponsoring a car in this weekend's electric race. The vehicle is equipped with one of those newer batteries, a zinc-air design that DEMI created and that the company hopes can give the car a 200-mile range. Honda is supplying a CRX body.

Like other Japanese car makers, Honda has been aggressive in racing lately--it just won the Iceberg Phoenix Grand Prix--so its involvement in the Solar and Electric 500 is a sign of some seriousness. Zinc-air is by no means the final word, however. General Motors is using a lead-acid battery in its Impact--actually, 870 pounds of it. Although not in the race, General Motors will be making an appearance with a booth promoting its electric Impact. The car should go into production within the next five years. But the two-seater, whose 100-plus-mph top speed is a good deal more impressive than its 120-mile range, is viewed even by its manufacturer as a second car. But then there is Peter Bos, who is convinced he has the battery problem just about licked, and can build you the one car that will do everything. With a background in both business and engineering, Bos started his work on electric cars by realizing that people want what they've already got in the parking lot. He is a man free of prattle about doing away with air pollution by taking the bus. He loves performance cars. He works with guys who customize Porsches so they will go faster. He loves, he admits, the very idea of cars.

"For most people, it's the only time they have any privacy," he says from his company's headquarters in San Mateo, California. "I grew up in Europe, and to me a car is a wonder. If it's cold, I turn on the heat. In the summer I turn on the air conditioning. I listen to beautiful music. The concept is wonderful."

Bos believes the all-electric car will never make it, because no battery, no matter what kind, can store enough energy. Hence, his design, which can be dropped into any vehicle, uses a combination of electric motor and small internal combustion engine. The gas engine doesn't drive the car, however; it makes electricity to feed two AC motors to drive the wheels.

A car with this power plant will do everything. Ultracapacitors give it enthusiastic acceleration. A high-power density battery gives it hill-climbing ability. The gas motor, he says, is "a small electric factory that allows you to go 400 miles." A car with this driving it, he says, is no longer a second car. If it sounds too good to be true, Bos is thinking about putting his prototype motor in a race car, the traditional way technological advances have been introduced. The ultracapacitors, he says, make a car "do the Lamborghini thing." He says there are no limits to the acceleration you can develop.

That has Ernie Holden concerned. He's worrying that someone is going to get hold of one of Peter Bos' ultracapacitors, stick it under the hood of an electric car and blow away the competition. And maybe some walls, and his insurance policy. So he doesn't even want to talk about the rumor of a four-second dragster, which he heard from a General Motors guy, who heard it at a meet somewhere. He's sorry he ever mentioned it.

He doesn't want these cars to go too fast this weekend.

The Solar and Electric 500 will be held Friday through Sunday at Phoenix International Raceway. The solar race will be run in two segments, at 1 p.m. Saturday and at 10 a.m. Sunday. The electric race is at 2 p.m. Sunday. For ticket information, call 953-6672.
